Every version of every construction notice we capture is kept permanently, across TED and verified national procurement sources as each integration goes live. That is what lets Coira tell you what changed: a question no one who started later can answer, because the evidence may already be gone.

The vault only ever adds new records — it never deletes or rewrites one. No captured notice is ever removed, and no stored content is ever changed, so the record of what a notice said on a given day cannot change after the fact. Each version carries a unique fingerprint, so a republishing with the same content is not counted as a change. We do sometimes correct cataloguing details, such as which official source a capture came from, but we never touch the captured content itself. Captures come from the TED API, including the Irish ones — so the vault holds above-EU-threshold notices, not sub-threshold Irish RFTs.
